Obce a města jsou základním článkem struktury státu. Zákon č. 128/2000 Sb., zákon o obcích (obecní zřízení), v § 1 říká, že „obec je základním územním samosprávným společenstvím občanů; tvoří územní celek, který je vymezen hranicí území obce“. V §2, odst. 2, je pak dále konstatováno, že „obec pečuje o všestranný rozvoj svého území a o potřeby svých občanů; při plnění svých úkolů chrání též veřejný zájem“. Nechci tento článek koncipovat jako právní rozbor, k čemuž se ani nepovažuji za kompetentního, tyto citace z legislativy jsou uvedeny proto, aby tím nejzákladnějším způsobem obec definovaly a aby definovaly také fundamentální aspekty činnosti obcí. Tento text vnímám spíše jako příspěvek k určité filozofické debatě o tom, jak má vypadat připravenost obcí a měst na mimořádné události a na řešení úkolů s těmito událostmi spojenými.

Municipalities and cities are a fundamental element of the state structure. Act No. 128/2000 Coll., the Act on Municipalities (Municipal Establishment), in Section 1 states that "a municipality is a basic territorial self-governing community of citizens; it forms a territorial unit that is defined by the boundaries of the municipality". In Section 2, paragraph 2, it is further stated that "a municipality takes care of the all-round development of its territory and the needs of its citizens; in fulfilling its tasks, it also protects the public interest". I do not want to frame this article as a legal analysis, for which I do not even consider myself competent, these citations from the legislation are provided in order to define a municipality in the most basic way and to define the fundamental aspects of the activities of municipalities. I see this text more as a contribution to a certain philosophical debate about what the preparedness of municipalities and cities for emergencies and for solving tasks associated with these events should look like.
